**  The Associated Press has named a new European business editor, effective January 1, 2008.  He is David McHugh, 48, currently the news service's chief of bureau in German and Poland.  McHugh, who succeeds Amy Finkelstein, will be based in London.  She relocates to the AP's New York business desk as an editor.

**  A 26-year-old, George Spohr, has been named business editor of the Times Herald Record, a daily newspaper serving New York's Hudson Valley and the Catskills.  Spohr was previously assistant business editor at the Press & Sun Bulletin in Binghamton, NY.
